Any company manufacturing, importing, or distributing cosmetics in Brazil must hold an Autorização de Funcionamento da Empresa (AFE) issued by ANVISA.

Brazil classifies cosmetics into Grade I (basic personal care — notification only) and Grade II (functional or higher-risk — full registration). Any company manufacturing, importing, or distributing cosmetics in Brazil must hold an Autorização de Funcionamento da Empresa (AFE) issued by ANVISA.
In addition to AFE, a Sanitary License from the state or municipal sanitary authority is required for each facility.
Grade I cosmetics (lower risk) require notification through ANVISA's electronic system; the product can be marketed once the notification is acknowledged.
Grade II cosmetics (higher risk, functional, or with specific claims) require full registration with safety and efficacy documentation. Registration is valid for 10 years.
