Thailand cosmetic regulations

Thai FDA · Cosmetic Act B.E. 2558 (2015) + ASEAN Cosmetic Directive

Thailand follows the ASEAN Cosmetic Directive layered on top of the Cosmetic Act B.E. 2558. Every product requires a Cosmetic Notification Number (CNN) issued by Thai FDA before sale. Submissions are made by a Thailand-registered local responsible person (importer or manufacturer with the appropriate license).

What Thailand requires

The core obligations every brand selling cosmetics in Thailand must meet.

Importer/manufacturer license

The local responsible person must hold a current Thai FDA cosmetic importer or manufacturer license before submitting notifications.

Cosmetic Notification Number

Each product is assigned a CNN after successful notification. The CNN must appear on retail packaging and is required for customs clearance.

ASEAN ingredient compliance

Ingredients must comply with the ASEAN Cosmetic Directive annexes. Thai FDA publishes additional national restrictions for certain substances.

Thai labeling

Thai language is required for mandatory information. The CNN, importer/manufacturer name and address, batch number, manufacturing/expiry dates, and net content must appear in Thai.
