Minnesota packaging producer responsibility
HF 3911 — Packaging Waste and Cost Reduction Act (Laws 2024, ch. 116)
Minnesota's Packaging Waste and Cost Reduction Act (HF 3911, Laws 2024, chapter 116, article 5) requires producers of covered packaging to belong to a Producer Responsibility Organization; MPCA accepted Circular Action Alliance's registration as the PRO. Producers had to appoint a PRO by January 1, 2025, and be members after July 1, 2025. CAA submits a stewardship plan by October 1, 2028, and after January 1, 2029 producers may sell covered materials only under an approved plan.

Who is a producer in Minnesota?
The brand owner of products sold in covered packaging in Minnesota. Small producers below the law's revenue and tonnage thresholds are exempt; check the current thresholds with MPCA.
Producer obligations

- Submit the interim producer report to CAA; the 2026 report, on calendar-year 2025 data, was due May 31, 2026
