The Office for Product Safety and Standards (OPSS) is the UK national regulatory authority responsible for product safety and standards, operating within the Department for Business and Trade. Following Brexit, OPSS assumed responsibility for cosmetics regulation in Great Britain (England, Scotland, and Wales).
OPSS manages the Submit Cosmetic Product Notification (SCPN) portal, which is the UK equivalent of the EU's CPNP. All cosmetic products placed on the Great Britain market must be notified through SCPN before being made available to consumers.
The office conducts market surveillance activities, responds to product safety concerns, and can take enforcement action against non-compliant products including issuing withdrawal or recall notices. OPSS works with local authority trading standards officers who carry out inspections and enforcement at the local level.
OPSS also collaborates with the UK's Scientific Advisory Group on Chemical Safety (SAGChS), which provides independent scientific advice on cosmetic ingredient safety, fulfilling a role similar to the EU's SCCS.
