Submit Cosmetic Product Notification (SCPN) is the UK's online cosmetic product notification system, operated by the Office for Product Safety and Standards (OPSS). Following Brexit, cosmetic products placed on the Great Britain market (England, Scotland, and Wales) must be notified through SCPN rather than the EU's CPNP.
The SCPN notification requires similar information to the CPNP: product name and category, UK Responsible Person details, original labeling images, product composition (frame formulation or exact percentages), and identification of nanomaterials and CMR substances.
Products already notified on the CPNP before January 1, 2021 were automatically transferred to SCPN. However, any new products or updates after that date must be submitted directly through SCPN. The portal is operated through the GOV.UK platform and is free to use.
It is important to note that SCPN and CPNP are entirely separate systems. A product sold in both the EU and Great Britain requires separate notifications in both portals. Northern Ireland follows specific rules under the Windsor Framework, where products may need to be notified on both systems depending on their route to market.
